if there is no option for Send email, there would not be an option for Send Voice message as well

Account has to be verified once with 2FA sent via SMS before the email or voice message option will appear.  OP probably never got that first time 2FA via SMS

When you click on didn't get the code, is there an option to send to voicemail? If so, you can do that and just call from a different number to get it.

Hello @Luliu 

There is no need to activate it. Simply take it out of your "broken phone" and insert it into your other phone. Easy as that. Then just reboot it. You should be up and running with ease. However, if the new phone has eSIM capabilities, you can download the app via WiFi and the purchase a new eSIM for $5. Every eSIM after that is free. Check your phone manual first to confirm it can take an eSIM. More importantly, before you do anything, you should check the imei number to confirm your phone is compatible with public mobile. Lots of people purchase non compatible phones and not realize it till it's too late.

if the old phone uses physical sim, too, then just move the physical sim card over

if the old phone uses eSIM, and you need physical sim, buy a new Public Mobile sim card from Telus or Koodo or Mobile Klinik or from Amazon, then login My Account and go to Profile page to update the sim card number.     (If unable to receive 2FA SMS, click "Didn't Receive Code" or "Resend Code" and Select "Send Email")
