I dont know what to do about this and trying to receive any type of help is difficult.
My account is active and up to date. Ive restarted my phone. contacted support.
they said they did some updates but nothing changed.
im not sure what my options are. Can i delete the sim card and reinsatall another one? do I have to pay for it? Ive been paying for the service for a month and havent even been able to use the number associated with my account.
please help

Try carrier update or IOS update. If you have a physical SIM card you can also test it in another phone. Also delete the phone number from imessages, un install, restart and add back.
If still nothing, I'd go go back to agent and ask them to reset your account from their end.

update:
I have done all the steps you have mentioned 3 times now and nothing has changed.
when I restarted the phone a notification stated that a new phone plan had been added to my phone. I went through the necessary steps to activate the line and its still not working.
I had my partner call me, his phone connected to then network and rang until voicemail was picked up but on my end nothing happened.
Ive attached a few screen shots showing the about screen with the Cellular Network information for both my lines. One thing i Noticed that when I tap on the Carrier for "Bubus Line" the IMS status shows Voice& SMS. When I tap on the Carrier for "Business line" nothing happens. The next screenshot shows the RCS messaging status and both lines say waiting for activation. and the final screenshot displays my imessage settings and ive attemped to add the number to use with imessage and it starts to verify the number but then nothing happens

@johndemuynck so, did you port from any carrier? Assuming you did
Did you receive and reply to the sms?
Did you remove the other providers sim card from your phone?
Do you see the Public Mobile sim showing in your phone's settings? It's enabled or listed as primary?
Try these and restart your phone. Hope it works.

Ive done the reset 3 times now and still wont connect apparently.
My partner has tried to call me and the call connects and rings until voicemail but it doesnt come through on my phone.
When I try and activate the number to use on imessages it attempts to verify the number but just keeps spinning.

You don’t need a new SIM. If your account is active then it isn’t connecting to the PM network.
Go to the phone setting and conduct a Network Reset.
