How do you set up a brand new phone for a friend without a sim card he has never had a phone before so nothing to port over help please

Step by step instructions for subscribing to Public Mobile are found in this link. Your friend will be able to choose a phone number during the activation process.

He does not have an old provider. This is a new setup

friend must get a new Public Mobile sim. Friend must download the Public Mobile app to start process of account and plan activation. Friend will be given opportunity to select a new number during activation. Once new plan is up and running as expected..then initiate port from old network to new account. @porcupine They need to download the PM app over wifi and then follow the instructions. They will need to get a physical sim card or choose esim if they prefer and the phone is capable. Physical sim cards can take a while from PM so may be faster to go to a Telus/Koodo store or order one from Amazon although they can order it through PM (which is back to sending them by Canada Post).

@porcupine Is this on your existing account or are you setting up another account for yourself or someone else? For the former it's what @hairbag1 said, if it's a new account you get a sim card, download the app and go through the prompts.

remove your Public Mobile sim from old phone and install in new phone. That should be all that's required to start.
