You'll have to explore 3rd party calling options. For example - the TextNow voip/wifi calling app indicates calls to Luxembourg are 29.4c/min USD.

@Groovygirl...no PM plan add-on for there. If you have the recent More is Merrier gift of 500 International calling minutes...you could try the call.

Alternative is to get a calling card at local retail outlet like 711.
