Logout and close all browser and clear cache/ cookies/ open inPrivate mode,from computer. Login and do it again.

Maybe try clear the cache, cookies and go incognito on your browser before login to account on a laptop or PC.
See if that works.

I did that several times and it wouldn't work.
I messed around some more since I posted in here and managed to make it go through but I can't recall what I did. It finally went through.

you can press at reactivate/resume services.and up top for the cart press it and continue to payment taken from Available Funds.
