For the last two days my iPhone shows SOS.
Billed pay and no payment issue
Reset the network and restarted the phone a few times

Then it is a phone issue. Likely software problem. You already did a network reset of phone and reboot of phone. Potentially a factory reset is the next step. Need to backup your phone first.
Before attempting a factory reset, you may want to contact customer service agent.

@Jacob241 you really have to ask a friend for help to :
1. check your PM sim in another phone
2. check another active sim on your phone
You really need to do this to confirm if it is an account issue or device
and you said it is not blacklisted, did you check it today at the site, this thing can change quickly:

ask one of your friends to borrow theirs so you can run the test...or check gogle to find out if there's a Mobile Klinik in your vicinity... go there to run the test.

try your sim in a different unlocked phone.

Just in case, maybe check the blacklist phone list:

Just to make sure the phone is not blacklisted for some reason.
You can also try the PM SIM card in another working phone to see if you see the same message.
Is the IOS updated on your iPhone?
