Hi,
My data usage is already at 3.84B (out of 5GB) and I renewed my plan today and I have not used my phone at all today.
How is that possible?

I did both, and it says I have not used any, which follows with my expectations. Did not know about the errant data usage texts though, which is good to know. Thank you for your help! Cheers!

Public mobile sends out errant data usage texts all the time. As long as you refresh the page in your self-service account your data should be accurate use the little round arrow thingy at the bottom right corner of the usage page to refresh or make sure you log in using secret/incognito mode.

I have the same issue. I also opened up my account in a incognito browser, but it stated that I had not used any of my data, whereas the text I received from Public Mobile claimed I had already used 75% of my mobile data.

If you were worried about losing out on getting the $55/20GB student plan because it's only on offer for a limited time just schedule a change plan on next renewal. Public Mobile will always honor what you have scheduled your plan to change to even if the plan you have chosen expires before your renewal date.
However once you are on a grandfathered or a legacy plan that is no longer on offer on the plans page you may keep that plan but if you change it you cannot go back to it. There even customers who will schedule a plan change on next renewal and cancel it right before renewal at midnight eastern so that they renew on their current plan and then immediately after the renewal goes through they reschedule a change plan on next renewal back to the promotional plan that they want in case it expires.
They just play it hot and fast for about 12 hours overnight on their renewal date.

Are you sure you are not confusing your plan's data alotment with any data add-on's you may have purchased? Add-on data never expires, and will remain partially used until fully used - when the base plan allotment is first fully consumed.
To be sure you are looking at current statistics with the new self serve "my account" portal, use the little circular arrow icon in the "Plan Usage" section to refresh that particular section/widget separately. Add-on data will show on separate circular usage bars on the right side of the portal.

for data usage or change plan,
tried use browser from computer,and clear cache and cookies and use one page inPrivate mode,
or safari on private mode To Login Page
prepaid service 30 day no adjustment for change plan,
for change plan if you like to select ‘Change plan now’ then you pay full price plan, or ‘Change plan on renewal date’..to you not losing any money..

I suppose maybe possibly being on the first day of the renewal you could ask the support people to bump you up. Say you were focused on paying and forgot to do the plan change before. Or something. They've been known to be accommodating.
Adding - I'm sure they'd be delighted to take your money.

@raphf You'd have to pay the full amount for the new plan and would forfeit what you've already paid for your current plan as PM doesn't prorate/refund. It's advised to chose Change at Next Renewal option if you can wait until then for the extra data...

Did you actually mean 3.84GB because 3.84B is next to nothing. Loading a single webpage would use much more than that.

Another question, my plan started today (4GB at 3G) If I were to switch my plan today to 20GB at 4G, would I just pay the difference? $55-$40 = $15

With this new site, you likely still reading off the cached version, old data usage from previous cycle. So the usage you got was not up to date
Try to login My Account using Incognito mode (or InPrivate for Edge, Private for Safari) or try again with a completely different browser like Edge/Firefox/Chrome. You should then see the latest usage from the server
