As the figure shows, the current cycle is Arp 10th to May 10th. According to my experience, the new 60G starts to be consumed when date turns to 10th, not sure the hour it was paid or 12 am.
But this time it starts to consume my data from next cycle one day earlier, I'm quite sure that there should be some left for current cycle. Any help would be appreciated, thank you in advance!

Your data counter resets at midnight et. on day 30 of your cycle. It's not tied to the time payment is taken unless you don't pay then your service stops.

Public Mobile has long shown the wrong dates for when the plan ends. It's a software programming error as the date range shown in your screenshot is actually 31 days.

And no matter at what hour I paid, the switch of one cycle is always done at noon?

actually it is not one day earlier. PM has a 30 days cycle, not monthly.
So, your earlier cycle say April 10 to May 10, but it is in fact April 10 to May 9 11:59pm.
