Unfortunately, a glitchy system.  Sometimes your credit card gets "locked" out for about 24 hours if you try too many times to change/charge.  Might want to try tomorrow.

If your service is down and need payment right away, buying a payment voucher (from Shoppers, gas stations like Shell) will get your service back and running immediately. Or other option is online muskbird.com (service fee applies).

Maybe try on the website instead.  Might need to clear cache, incognito mode or a different web browser.  Or try on a different device.

Hmm, this has been on going for a long time now.

Dont try it again  today. Try once tomorrow using secret mode with the link below.

If it doesn't work, you might have to go to a gas station and ask if they sell Public Mobile Vouchers and load that way.

If you have iPhone unstall the app and re-install to clear cache and try again.

If using Android,  pull down the screen from the top 2-3 times to clear cache and try again.

See if enabling location will help. Try calling *611 from your phone to make a payment that way also.
