If you are within the 24 hour wait period submit a ticket now with Simon to have customer support add the talk+text bundle for you.

HI @Wendy03 how the first time got resolved? were you able to use it in the end or PM just refund you the money?
For voice in US, you need to connect to the 2G network on T-Mobile, but it is an old network and the coverage is not as much as 4G/LTE coverage. Try again as you move around the city and maybe it will work
Download a VoIP app (TextNow is a good one) as a backup, you can make call using it whenever you have Wifi

@Wendy03 second time it happened? is this a re-buy of the talk/text after the first one just expired?
or this is just another US trip and both time you had issue?
if it is a re-buy of the same talk/text roaming, did you wait a full 24 hours after the first set expired ?
if it is not a re-buy, which city and state you are at? The phone connected to T-Mobile? If not, try to manually connect to T-Mobile to see if it works.
