Missed calls go to VM rather than forwarded number when out of service area

Hello-
I was recently traveling outside Canada/US so purchased a SIM card to use while abroad. Before I left Canada, I set up my calls to forward to a TextNow number. The forwarding worked fine when I tested in airplane mode before I left, but when I was abroad my calls went to VM instead.

How can I ensure my missed calls get forwarded to TextNow rather than VM when I am out of the service area?

@wolfrat - I dunno really. Call forwarding is buggy for me.
