I am managing an account that I set up for my young daughter. I have forgotten the password for the account. When I click on forgot password and enter the phone number to receive a one-time code, I get a "Login Failure" notice. I've triple-checked the phone number. I can't enter the email on the account because it's her old email from elementary school. I've tried Safari and Chrome. Does anyone have any wisdom that could help in this catch 22?

This is not the proper way to resolve the issue. Using Prepaid Card as you suggested will create another account and there is no way to link it back to the old account.

@Carolynn2 try again with the Forgot Password process using browser with Incognito mode
