The issue is regarding to Free Holiday Giveaway: 400min INTL Long Distance, I called to China, but after dialling 08610+phone number, the voice said if you would have the service, you need to add the international call add-on, but I checked, the international call add-on is already listed in my account.

You likely didn't enter the number correctly. Try 011 at the beginning.

To call China from Canada, dial: 011 - 86 - Area Code - Land Phone Number 011 - 86 - 11 Digit Mobile Number

Try it with 011 in front or maybe +. It's possible that the country code doesn't need the first zero either.
