Hi,
I've submitted a ticket and the customer support didn't help me at all the kept asking me what can I help you with I kept explaining my situation over and over and they dont help. I cant believe they dont have a phone number at all. This my situation. I've been unable to pay my bill for my previous account for a year now and someone stole my phone so I dont have my email anymore because I have to login with my phone number. To login to public you need your email or phone number. So I'm locked out. I have a new account and I want to get my old number transferred to this new account. I know my password and everything just dont have the email or phone number.

How long was your PM account suspended? If more than 90 days, then your PM account will be permanently closed and number returned back to original carrier.

Then it is an issue with Rogers (not PM) so contact them again.

I am assuming someone have taken your old number from your old carrier.
Lookup to confirm the carrier was Rogers:

Rogers I just called them and they say they dont have it in their database and said public probably suspended my account. I need to contact them. I have they're not helping! Public says its not in their database I should've never came to public.

Sorry to hear about your troubles. If you didn't pay for your prevous account for one year, that account would have been permanently closed after 90 day of suspension and that number would be lost. Which original company gave you that initial number? Usually the phone number returns back to the original carrier. Did you try calling the original number?
