Does it include Russia? 
and will my number work if Im currently in Russia?

@Deminsib  further to @computergeek541 ‘s reply and to answer with a broader range:

International minutes are for PM customers to use to call OUT to the countries they have in their plans (whether subscribed to ongoing, or purchased as temporary add-ons) 

You cannot use the International minutes if you are in those specific countries to call Canada. 
It’s a one way service. Hope this helps others

Public Mobile does not offer any service in Russia.  Also, Russia cannot be called using Public Mobile service by dialing directly.
