For that listing, the buyer would need to manually pick the seller. Only when the product is shipped by Amazon is some form of tracking guaranteed. If it's being shipped directly by the seller, tracking probably isn't going to be used for a product around this price point.

Yes you can purchase a pm Sim card from corporate telus and koodo stores and some mobile klinik stores for $10+tax. Call ahead to ensure they have stock. You can also purchase them online at Canadian Cell Supplies. They currently have them on sale for 4+tax with free shipping via Canada Post with delivery on average across country to major centre's within 5 business days or expedited 1 day delivery to 26 cities for an additional $5. They also offer a pick up location in the GTA.

The sim card you buy and activate has to be Public Mobile for it to work on Public Mobile.
You can buy it at a corporate Telus or Koodo store, if you like. Or get it at Amazon too.

Not only is Handy1 correct, but I'll go a step further. The sales staff at Telus won't be able to assist with Public Mobile activation. You must do the activation yourself.

Just make sure to ask for a public mobile SIM card I got them online took quite awhile and purchased one at a Koodo kiosk no issues
