Yes before last July we were able to create the account after activating in a store. Now we can't do either. So you have to go through the link on the login page.
You'll need to choose the can't verify option (unless you know your 4 digit pin) and then your number, last payment amount and date and two other things. If autopay has been working for you then you can use the last 4 digits of the card that is used for autopay. If you've been receiving marketing and promotion emails from here then that's the email.

or yiu have PM service all along but just a logon to Self-serve My Account??
