@Pandith there has been many reports today about incoming call issue, but you have outgoing calls problem too?
do you see your phone connected to the network? did you try reboot your phone and did you try to reseat your sim card? do you have another phone to test the sim card?
And, login to My Account and confirm your account status
Please provide us more details as in what works and what not and what did you try

You should login into your account and make sure that your plan is ACTIVE and not suspended.
Auto pay failure happens sometimes without you knowing. Until you can't make calls etc....

If you are on an unlimited plan try the following:
Reboot phone
Reset network settings
Reinstall sim card
Put a 1 in front of the number
Also try sim in another unlocked phone.
