Did you enter complete credit card info? Some customers mentioned postal code should be without space and all capitals.
Try to add funds to your account first and THEN purchase add-on instead of direct purchase.
There isn't any need to experiment with all caps or spacing in the postal code. Postal codes in the Public Mobile self serve site and app get automatically formatted. Neither capital letters nor a space will make any difference.

I am currently on the 100Gb plan. I am down to 2Gb of data and my cycle doesn't end for another 4 days.
I wish this was an unlimited plan with throttling, like the 60Gb plan I used to have.
I don't want to have to do this again. Paying almost $40 with tax for an extra ten gigabytes is a real kick in the teeth.
Next time, if you have enough time, contact customer service agent to renew the same plan earlier (if only 2-3 days left). Cheaper to renew plan earlier than purchase an add on.

If your monthly autopay setup is working I don't see anything wrong with it. But it is worth to try with a different credit card in case the existing one is over drawn.

To be on the safe side, check your credit card online statement. Just make sure that you weren't charged in error. Maybe try dialing 611 on your phone and purchase add on (if you know your PIN) or try the web browser site to purchase add on.
Purchasing add ons can be expensive expecially if you are doing it often. One option is to check what other plans are available to yourself in your self service account. you could do an immediate plan change to another plan with more data (note: PM doesn't pro rate plans or offer partial refunds). Or the other option is to contact customer service agent to renew your same plan earlier.

Do you have enough Public Points to redeem? It is cheaper to use points and won't have this problem
Or you might need to use voucher to buy for now. But a Public Mobile voucher from Shoppers Drug Mart or online from muskbird.com and then load the voucher to your account and buy add-on after

What kind of error do you get?
