I'm currently on the $29/month plan and one to change to the $19/month, but that option is not available, how come?

One option is to port out to another service provider and then port back in as a new activation. However, you will lose any referrals or accrued benefits.
The other alternative is to keep checking your change subscription and downgrade whenever a cheaper plan becomes available. I was able to systematically downgrade from a $29 plan to my current $20 4G 3GB plan. For a while, the $19 plan was also available to me.

Seems to only be for new users who don't already uses public mobile.

sorry, you can only change to plans available on your My Account's Change Subscription page.
from what we know, look like no one can get the $19 plan unless your current plan is less than $19. There is also no points to ask for PM support's help as they can't help with that. Sorry, it is what it is
