PM is a prepaid provider and generally no refund, but you can contact CS agent by submit ticket here:

But why not get a physical sim card and complete the activation? you can get a Public Mobile physical sim from Telus or Koodo store for $10 or Amazon for $5. Once you have the sim, just submit ticket using the link above
once you got the sim card, submit PM
