Hi there,
I need to work remotely due to the Coronavirus. With that being said, I need to connect to a VPN through my phone's hotspot by tethering, but it won't start connecting on the Public Mobile platform. It only works with Rogers. Is this something we can access and fix, or someone at Public Mobile can fix?

From what you wrote it kind of sounds like PM is blocking/no playing nice with the vpn connection...
So if the APN types posted by @gblackma do not work, you can also try deleting DUN from the listed types
Also, maybe this will help =D
Post #6 in this thread for changing the "tether_dun_required" value. The value can be 1, 0 or null. I suggest setting it to 0.
You can revert both of these changes, so make sure you do if it makes things worse lol. Just make a note of the original setting before changing them.

@Chutchy check your APN settings some phones require Dun to be added in other to tether.
APN type: default,mms,agps,supl,fota,hipri,dun

If you have home wi-fi then it maybe easier to connect to your VPN using it.

What kind of phone do you have?
If it's an Android...check APN settings and add DUN to APN type. Like below.
