Most will not be surprised we are second highest for talk text (to the usa that maybe surprising though).
Add data and we are the most expensive by far.
To be fair they don't take into account promos like PM or Koodo have.

I love the absurdity of these articles. How the heck does one land such a cushy job as a reporter.
Posts up a chart showing the "average UK user" pays $20 CAD per month, then to make the comparison calls up every Canadian carrier asking about getting a brand new iPhone 8 / Samsung Galaxy
Three charges a min of 41 pounds ($73 CAD) O2 charges min 57 pounds ($101 CAD) Vodafone is 45 pounds
Nobody is selling service for $20 CAD per month unless its on a prepay service (and even then watch for strings)

Yeah they missed some carriers. And prices seem crasy.
