Denied access when I still have 47 G B on my account

Hi - public Mobile stated I needed an add-on to make a local call eve though I paid $50 for the plan with 50GB.  As I could not access parking this morning, I desperately added $40. 
even with this add on I could not access the network.

why did I pay the extra $40? If I still have 47 GB?

This is most unfortunate. Did you verify that the payment was successful? Can you restart your phone to see if that will work?
