I signed up for Public Mobile (PM) on March 22. I created my own plan which included 500MB of data.
On April 4th, I updated the data on my plan by increasing 500MB to 1G. When I made the switch, PM took a full payment, even though my payment is not due until April 20. The update and increase of data were not applied. I have been without data on my phone since April 9. Can someone please help me.

@hcraigd what @stonechucker said explains why you were charged again. But you need to reach out to the moderator team to fix the not-working data after update, and maybe ask if they can help out since you changed the plan without realizing that it would charge you in full without any pro-rated refund or anything. (Many people make this mistake, sadly).

So what has happened here is, you've forced an ENTIRE plan change when you changed the amount of data.
There are two options for changing your plan, the one you selected is POINT IN TIME, the other is to renew ON YOUR NEXT RENEWAL.
What you should have done is pick the next renewal date, or purchased the $10 200 mb, or $30 1 gb data addon.
