On Nov. 27 I changed to the Can/ US /Mex plan and also changed my credit card. On Dec. 01 it billed me the rate for my old plan on the old credit card.

Can you check agian? It could be just a browser cache problem. Please try again using Incognito/private/secret mode on your browser to login My Account, or try using the PM app (logoff the app first and log back in)
