I want to change to a cheaper plan, one that is available to new customers for 23. per month. However, that option isn't available when I go to the Change Subscription function. Is there a way to get around that? Doesn't seem fair to me.

It not impossible for customers to downgrade plans. There are many customers who have some plans that can be downgraded to.

These offers are only available to new customers, as it says. PM doesnt offer plan promos lower than the price point you're currently paying, they only want you to upgrade.
You can change to the lowest priced plan, and then wait for a promo that may be lower than your current plan, or you can create a new account/phone number and sign up for the new activation plans, but those are the only ways to get them.

@ElviLake Typically you can't change to a plan cheaper than what you have, so if you don't see it in your account as an option then it's not available. You can port out your number and then back in as a new customer, or open a new PM account and close your existing one but you would not be allowed to transfer the phone number you have now to the new PM account.
