The system can be buggy at times, i suggest trying on a private/incognito web browser as this may clear things up. Can also try on the app. If neither of those work, id suggest contacting PM customer service and asking them to add it for you, you can reach out to them here:

PM payment system is glitchy sometimes
if your plan not expired or suspended yet and you still have time, please wait a day or even longer before you try again. When you try, try using both Incognito/private/secret mode on your browser and try with Public Mobile app (with Location Permission enabled)
but if your plan has already expired or you need to pay it very soon, then buy a voucher from Shoppers drug mart or gas stations and then load the voucher using *611 or My Account
** and although your card was compromised, please make sure you do not ask the credit card to reverse any charges from Public Mobile. It will be lots of trouble if you do, your service will be suspended immediately if you reverse a PM charge
