I cant enter to my account, its blocked and i don't have internet connection or phone signal

Try checking your account when connected to wifi.

did you call the credit card and reverse a PM charge lately?
and on another phone, call 1-855-4PUBLIC, enter you number and can the system find your account and is that active?
