Can the $19 per month plan receive a text from Canada while I am overseas? Also, what needs to be turn on or turn off - data off? voice on?

no need to Change. Consider using TextNow for use while overseas. Textnow will use local wifi or separately purchased data. You’ll be able to call / text most any Cdn number while you’re away…. And it’s free !

not a problem with which plan you have, but a problem with PM only has roaming in US and Mexico

if you are going to US and Mexico, even you have regular plan, you can receive text from Canada for free.  But if you are anywhere else, sorry, you won't get text
