Have not been able to make or receive calls.
my account is active, I have data, I have restarted my phone. I have tried airplane mode. Turning on/off airplane mode works sometimes. Then it stops working again

@pam13 so if it works in another phone, then this isn't a SIM card or account issues. Are there any messages you are getting on the first phone you are trying to use this SIM in?
Have you checked if this phone is:
1-locked? Contact your previous provider to unlock it for you. You will need your imei number, dial *#06# to get it.
2-blacklisted, check here: https://www.devicecheck.ca/check-status-device-canada/
3-is the phone compatible with Public Mobile? https://www.publicmobile.ca/en/ns/get-help/articles/check-your-phones-compatibility

if you have a cell phone with dual sim slots...try the sim in the other slot.

@pam13 Can you try the SIM card in another phone and see if it works
