I previously used Fido with no issues receiving calls on the same Xiaomi 13 device in Sydney, NS. But after switching to Public Mobile, I can no longer receive any calls — only outgoing calls and mobile data work. I suspect this is due to VoLTE compatibility. Can you help disable VoLTE routing for my line or force 3G fallback for incoming calls?

Looks like your Xiaomi 13 is only compatible on B2 (1900) on 3G and since PM has decommissioned B5 (850) on 3G this year.
But B5 (850) on 4G should work on PM.
Your phone is limited to PM frequencies.

Best to look for a new phone because all carriers will slowly decommission 3G in Canada.

if you use a hard sim in your cell, can you try that sim in a newer "mainstream" cellphone...like maybe an iPhone to see if there is a VoLTE issue with your Xiaomi. Maybe someone you know might let you test your sim in their phone. If you use esim...this suggestion won't work. Sounds like it could be a VoLTE issue with your cell.
adding...another thought...if you just recently ported your number from previous network and now experiencing problems, perhaps the port process was corrupt. You could click the orange chatbot bubble on lower right side of web version page to start process of contacting Customer Support to look into this.
