@will13am it's not really inconsistent. If you're dialing a phone number from outside the province you are phsyically in*, the minutes will count against your long distance add-on minutes. It doesn't matter if that person is at home or standing right next to you if the phone number is from a province you're not standing in*.
* the asterisk is that it's really based on what tower you're connected to, as is commonly reported as an issue to people along the ON/QC border, for example. But for most purposes, what I said is correct.

It seems rather inconsistent to deduct minutes from the addon when making in province calls when not in the home province. For those that do not buy a calling addon, you can still make calls to the province you are in for free.

With your plan while in Vancouver, you'll be able to make calls to any B.C. phone number. You will be unable to receive any phone calls or make any phone calls to phone numbers that aren't in British Columbia.
Texting and data services will work just the same as when you are in your home city.
To receive phone calls and to make outgoing phone calls to non-B.C. numbers while in Vancouver, you'll need to purchase a long distance add-on.

Data add-ons will roll over forever until you use it up. However, if your base plan includes data already, this will be good for any province in Canada.

and what about the data?

Yes, and the minutes will not expire until used completely.

On a province-wide calling plan, you can make calls to destinations within the province you are in, but you won't be able to receive calls while you are out of your home province. For more detail on how province-wide plans work, see here:

For a short term solution while out of province, you can use your data plan, which is Canada-wide, along with a free data/wifi-based app like Fongo, which will let you make and receive free calls over the internet. Incoming calls are always free on Fongo. For outgoing calls, the Fongo free-calling area stretches across the country and covers 85% of the population, including the 30 largest metropolitan areas in the country and all 10 provinces. Additionally, any two Fongo customers can call each other for free, anywhere in the world.
