I have Huawei Nova cellphone, I am currently using the service from Virgin. Two months ago, the system was upgraded and I cannot call in/out. I want to switch to Public Mobile.

If calling stopped working on Virgin, it won't work on PM either. Most likely due to your phone's lack of VoLTE capability on Bell/Telus network and lack of 3G 1900 MHz.

What model Huawei Nova do you have?
Carriers are slowly decommissioning 3G.
PM have decommissioned the 850 MHz frequencies this year which may effect calling on your Huawei Nova.

Best way is to find somebody with PM physical SIM and stick it into your phone. If it works - great. For how long? Nobody knows...
Having 'brand name' phones like Samsung, apple is the only way to be sure it will (might) work with PM.

@JimmyZheng You need a Public Mobile sim card to use on Public Mobile, your Virgin sim will only work with Virgin. Each carrier has their own sim card.

How can I know if the SIM card can be used for Public Mobile? Currently I used the SIM card from Virgin, I have the data access but cannot make a phone call.

@JimmyZheng There seem to be several Huawei Nova phones, which one exactly do you have? I'm guessing that if it doesn't work any more on Virgin it likely won't work on Public Mobile either but it might be useful to know exactly which model it is. I have used a Huawei phone on Public Mobile but it was not enabled for VoLTE by Public Mobile and I have since retired it.

To confirm if your phone will work with Public Mobile, please see this link. These are currently and mildly out of date lists of what can work.

Honestly, nobody really knows what works with PM anymore. Best advice I can give, get the cheapest plan possible, go buy a SIM card from Amazon or Telus store (links below) and try it in the phone first and see if you get service or not. And if you do, then port your number over when you're ready.
https://www.publicmobile.ca/en/bc/pick-up-SIM - Find a local store in your area.
Amazon - Here you can get it cheaper and maybe a few days wait $4.99
