Looks like you are an existing member since 2023. You don’t need a new SIM.
Just change it in your account. Just login to your account on the PM app or online.
For plans indicating new activations then you are not eligible to change to. Unless you port out to another carrier and port back as a new member with a new SIM.
Existing members, go to Subscription tab>Manage Subscription>Change Subscription. It will list plans you are eligible to change to.

If you currently have a plan then just sign into your Account and click the Manage Subscription plan to change to whatever is showing as availble to you.
If the plan is saying for new Subscription only then no, you are not eligible for than plan.
No, you don't need a new Sim card If you are a current customer.
You would click Change on Renewal.
