Add on question: for the $15 North America wide 400min talk, if I go down to America or BC, is it considered roaming, and has additional charges or just use the 400 min credit?

You can't roam in the US yet but they are going to announce that soon.

If you are in BC, you can call any number in BC and that will not be charged to the LD add-on.  Any incoming calls and any outgoing calls outside of BC while you are there will be taken from the LD add-on(assuming your home province is normally not BC).

Hi,

At the moment, PM does not let you roam in the US or anywhere outside of Canada.

However, if you are in BC, and your home # is on Quebec, then yes, your outgoing and incoming calls will use your LD minutes.

Hey to answer part of your question, as of right now, there is no US roaming with PM, but its in the pipeline for maybe this month.  Check out hte link below.
