I accepted a promo plan on Nov 13, which had a reply deadline of Nov 22, received the notification that it would be added on my next renewal, but that was today and it still shows my current plan, not the requested promo one (2GB of 4G data for $19 per month).
Public mobile is not letting my log in to submit a ticket

What error you got when you try to submit ticket? Try following these steps when using Chatbot to submit ticket
Type the question "Submit ticket", Then click the following in order: "Contact Us" , "Other", "Log In".
(If unable to receive 2FA SMS, click "Didn't Receive Code" or "Resend Code" and Select "Send Email")

try this...log in to your account on the app and check out Usage Breakdown to see current plan detail and usage balance.

Did you restart your phone? Where are you seeing the old plan? Refresh the page and try again.
If you really don't see the new plan you can ask them at the link below since you cannot sign in.
