Am I able to have 2 separate phones under the same account? Or do I have to have separate accounts for separate phones?

Only 1 line/account on PM.
If you want 2 lines on one account, you need to go with a mid tier (Koodo, Virgin or Fido), (Freedom or Shaw) or top tier (Telus, Bell or Rogers) carriers.

No. Each phone has to have its own account with unique email address. Email aliases are allowed.

While it would be convenient, that option isn't available and most likely won't be. You can use the same payment method for both lines though.

One phone number, one SIM card, one account, one email (or an email alias) you can use one payment card to keep with the one only theme. But you do get double the points program rewards and one account can refer the other so one account will be one point up on the other account very 30 days.

@Mheins You have to have separate accounts for the 2 lines, there is no family account idea (single account control different phone lines) here
