Yeah this has been discussed before. If it isn't one of the newest threads created and as you mention there is a hot topic a thread that was posted in 2 minutes ago can quickly be moved from the latest post list. You can always click on the latest post link and it will then allow you to scroll back through all the posts in chronological order.
