If your account is active and your voucher is not working you might want to check with the Place you bought it at. Also are you sure you weren't sold a voucher for Pres Choice Mobilicity which is also short named PM.

Public Mobile is a prepaid service without call centre.
If you are a PIONEER customer (before January 27, 2015), you can dial *611 from your mobile and have your issue fixed by phone.
If this is not your case, for your billing issue, you may have to send an email to Public Mobile.
How to send an email ?
Click on this link : https://publicmobile.ca/en/on/contact-us
Then, at the bottom right of the page, click on "Email away" button.
- Choose "My Account"
- Choose "Billing and Payments"
- Choose "I'm not sure if my account is active"
Then click on "Email Us" and fill up the form.
An agent from Public Mobile will try to answer you ASAP.
