Who's your previous provider? Is it Koodo prepaid? If yes, then you will have to do the port via the @CS_Agent. When activating online it's best to pick a new number and once everything is up and running properly setup the port afterwards.

Are you trying to activate a self serve account or trying to number port?

@grimreaper Try using the Chrome browser in incognito mode. Are you trying to transfer a number from another provider? If you are then try registering with a new phone number, then after the account is active go to Change Number and request that your old number be transferred.

Make sure that the number you want to transfer is currently active with your old provider, if has to be active to move.
