Yes. Provincial plan covers all of the province where you register; Canada wide covers all of Canada. caveat on both is that you must be in a cell phone signal area.
That means, if a Cell Tower is in the area

There are actually some (remote) locations where a cell phone signal cannot be received. If you currently use a cell phone you should be ok. Also you can look at PM's National Coverage map under the tab "Why Public Mobile?".

For Some reason, ONLY Telus and Koodo Postpaid have Access to all these provinces's areas
Telus, Koodo, Public Mobile Prepaid are only in Major City Areas
Not Ideal, nor Fair, Hopefully Telus will Rectify this so All Prepaids under Her can enjoy Thorough Coverage
They have a good fair price for 45 dollars with talk text data for prepaid
I am in brockville and have no problems here as well as traveled throw cornwall and over to ottawa and didnt lose a signal once hope this helps.
