Thanks for the answer, let's say I already have the replacement phone so how can I obtain a new SIM card from Public for my phone

First log into your self serve account, suspend your service under the Lost/Stolen Phone tab and turn off auto pay if it is on.
Then return to the main web page and follow the links under Order a SIM Card.
While you are waiting for the new SIM you can get a new phone; check here to be sure you get one compatible with PM. http://productioncommunity.publicmobile.ca/t5/Phones-Hardware/Where-can-I-buy-a-phone-to-use-with-Pu...
When you have the new phone and SIM return to your self serve account to activate the new SIM.
It's a pain I know. 😞
