If on new plans, International txt isn't currently available. Maybe PM will consider adding it back in, after the more pressing matters at hand of course

Assuming you have international SMS in your plan just follow what @Martin said or instead of putting 011 you can the worldwide + symbol instead of the 011.

Remember if you are on a plan after Jan-27-2015 then only Canadian texting is included.

Assuming that you have that feature, access a messaging app, and enter the international number just as if you were calling it.

Remember to always enter 011 to indicate that an international number will follow.
