I changed my plan today from a 30.00 to 25.00 and my account says active but I can’t text or call out or receive texts or calls

Try logging into your account, reporting your phone as lost, log out, wait 10 minutes, log back in, report it found, and restart your phone.

Try the lost/stolen feature.
Log in to self-serve. Plan & Add-Ons from top menu. Lost/Stolen Phone from next menu. Suspend Service button. Log out. Wait a few minutes. Log back in and back to Lost/Stolen Phone and Resume Service this time. Log out. Restart phone.
See what happens.
