I saw I have 500 minutes international call allowed on my subscription, but when I tried calling, it does not let me. Wo dering if there is anything I should follow to use that feature?

if that is the monthly Long distance add-on, it can only be used to call selected countries, you can only use it to call:

China, Hong Kong, India, Pakistan, Philippines, Taiwan, and the UK
