    <description>&lt;P&gt;Hi since this morning my phone has been switching from no service to public mobile and I don't have any "bars".&lt;BR /&gt;Is there currently any issue like an outage?&lt;BR /&gt;I'm in Montreal, Quebec.&lt;/P&gt;</description>
