So, what's the solution? Switch to Fido, then switch back to the $25 plan as a "new customer" a month later?

I am currently on the $35/month plan for Unlimited Canada, US, and Mexico-wide minutes + 80GB of data within Canada, the US, and Mexico at 5G speeds.
I need to change my plan to the Canada-wide $25/month plan for 25GB.
When I logged into my profile, I could not see either of these offers.
Are these plans available to existing customers, or do I need to leave Public Mobile for another service provider?

Once you have a higher valuse plan, it's almost impossible to downgrade plans. Sorry to be the bearer of that bad news.

sorry, all existing subscribers can only change plans offered on their Change Subscription page. If the plan you want is not there, you cannot change to it.

Thank you both for clearing that up! It is sad to hear, but I appreciate the clear answers.

Since I cannot downgrade, I will unfortunately have to leave Public Mobile for another provider.

Thanks again for your help

These are exactly the reasons people leave the big three providers and come to PM.
