I am going to be in Switzerland this summer and want to know if there is a plan that I can have data and call home to Canada?

to be able to use your service in Switzerland, you need roaming services. However, PM does not offer roaming services other than for US and Mexico. So, you won't be able to use your service in Switzerland.

For data, you will have to buy travel esim or local data sim
For voice calls, download and install TextNow before your trip. TextNow will assign you another phone number for you to use on the app. You can make and receive calls using that number on TextNow wherever you have local Wifi or local data there

Would the person I am calling need TextNow to receive my call like WhatsApp?

No, the receiving end can receive on regular phone. But make sure you setup TextNox in Canada before your trip. While you can use the app anywhere in the world, you can only register while you are in Canada or US
