I'm using an Ulefone Note11 8GB ram and 156GB storage, settings show I'm using 4G. apparently Public Mobile does not recognize thei phone as VoLTE capable, I think it is, what canI do short of buying an overpriced phone?

Unfortunately you need a phone 'compatible' with PM network. No matter if your phone is VoLTE compatible by default if it is NOT compatible with PM network either you need a new phone or change provider.
